Several of the exams a citizen developer would naturally have aimed at are retiring, and Microsoft has introduced a new family of AI and agent credentials in their place. This is the current, non-coder route: where to start, what to earn, and which exams to skip because their window is closing.

You do not need to write code to follow this path. Every step here is configuration, prompting, and governance, which is exactly the citizen-developer skill set.

The fastest credible path, in one line

PL-900 → AB-900 → AB-410 (beta).

Who this path is for

Start here: PL-900 Power Platform Fundamentals

PL-900 is still the doorway, and it is still live with no retirement date. It validates that you understand what Power Apps, Power Automate, Power Pages, and Copilot Studio each do and how they fit together. It has no prerequisites, it does not expire once earned, and almost every other path assumes its content.

Two practical notes for a first-timer. Fundamentals prep is usually a few focused weeks, and the exam itself is paid (the price is region-based; check the current cost on the official credential page). Add the AI vocabulary: AI-901

Optional but recommended before you build with Copilot: the Azure AI Fundamentals certification, earned through the AI-901 exam. It gives you the responsible-AI and generative-AI vocabulary (Copilot, RAG, grounding) a citizen developer needs to build AI features sensibly.

One thing to get right: earn the certification through AI-901, not the older AI-900 exam. The AI-900 exam retires June 30, 2026, but the certification itself continues through AI-901, which adds the generative-AI content. AI-901 does not expire. Treat it as conceptual grounding rather than a job-getter on its own.

The core low-code AI credential: AB-900

AB-900, Microsoft 365 Copilot and Agent Administration Fundamentals, is the live Copilot and agent administration fundamentals exam. It is narrower than the retired MS-900’s broad Microsoft 365 fundamentals, so treat it as a refocused restart rather than a one-to-one replacement. It covers Copilot data protection, governance, and the basic administration a citizen developer needs to build responsibly inside a tenant. If your old plan was heading toward Copilot or AI administration, this is where it restarts.

Prove you can build: a free Applied Skill

Applied Skills are free, lab-based, and never expire, so they are a low-cost way to show you can actually build, not just pass a quiz. There is an honest catch in 2026: the Applied Skills that fit a pure non-coder (the AI Builder lab and the Copilot Studio agents lab) have retired or are retiring. The current free labs lean more technical:

• Accelerate AI-assisted development using GitHub Copilot (APL-2007) is current, but it leans developer (C# in VS Code).
• Build AI-powered solutions using Azure Database for PostgreSQL (APL-3019) teaches RAG and semantic search, but expects SQL and Python.

Plainly: there is no current, non-coder, Power-Platform-specific Applied Skill in the catalog right now, because the ones that fit retired. If a free lab badge matters to you, it is worth waiting for the learning paths tied to the new AB credentials below, rather than forcing a developer-leaning lab. This is a real gap, not an oversight.

The destination: AB-410 Intelligent Applications Builder

AB-410, Intelligent Applications Builder Associate, is the credential this whole path is reaching for. It is the credential Microsoft points to as the PL-200 functional track retires, and its skills map closely to a low-code AI builder: Copilot in Power Apps, Automate, and Pages, AI Builder models and prompts, Dataverse, Copilot Studio agents, Power Fx, and environment governance. The AI Builder skills that used to live in a separate Applied Skill are folded into it. There is no formal certification prerequisite, though doing PL-900 and AB-900 first will make it far more approachable.

The honest caveat: AB-410 is currently a beta exam. That means its objectives can still change before it reaches general availability, a practice assessment may not be published yet, and its difficulty and employer recognition are still forming. Treat it as the aiming point for your path while knowing the target may shift slightly. Anchor your near-term, exam-graded effort on the stable Fundamentals (PL-900, AB-900) first.

Going further: agents and architecture

Two stretch credentials extend the path once you have the core:

• AB-620, AI Agent Builder Associate, is the forward path for the retiring Copilot Studio agents Applied Skill, covering agent configuration, RAG, and orchestration in Copilot Studio. It is also a beta exam with the same caveats as AB-410, and its prerequisite skill set (Power Fx, prompt engineering, REST APIs) is a real step up past the comfortable non-coder line. Sequence it after AB-410.
• AB-100, Agentic AI Business Solutions Architect Expert, is the Expert-tier ceiling for a citizen developer who grows into solution design. It is current and earnable, but newly introduced, so its difficulty and recognition are still forming. It also sits behind a gate: you must already hold one of the qualifying Associate certifications listed on its credential page. Note the low-code AB-410 and AB-620 are not currently on that list, so reaching AB-100 may mean adding a more technical qualifying Associate (such as PL-400) first. Realistically a longer-term goal, not a near-term target.

What to skip, and why

Some exams a citizen developer might still find in an old study plan are retiring or retired. Do not start them now:

• PL-200 Functional Consultant retires August 31, 2026. Route to AB-410 instead.
• The Copilot Studio agents Applied Skill (APL-7008) retires June 30, 2026. Its forward path is AB-620.
• The AI Builder Applied Skill (APL-7004) already retired. Those skills now live inside AB-410.
• PL-100 App Maker retired in 2024. Start at PL-900, then PL-400 if you move toward development.

The rule for anything with a future retirement date: only start it if you can realistically pass before the deadline, because the certification cannot be earned once the exam retires. Do not optimize for a salary number

You will see “this certification pays X percent more” figures attached to these exams. Those percentages are training-vendor marketing, not measured outcomes, and the newest credentials here have no credible salary data at all yet because they are too new. Earn these credentials for what they actually do: open interview doors, satisfy partner requirements, and force you to learn the platform. The capability is the asset, not a number on a marketing page.

No. PL-900, AB-900, AB-410, and AB-620 are configuration, prompting, governance, and low-code building. The only coding-leaning items here are the optional free Applied Skills, which is exactly why this guide flags them as a stretch for a pure non-coder.

Should I wait for AB-410 to leave beta?

You can study toward it now, since it is the correct destination, but earn the stable Fundamentals (PL-900, AB-900) first and treat AB-410’s objectives as provisional until it reaches general availability. That way your guaranteed-current credentials are banked while the beta settles.

What replaced PL-200 and the AI Builder Applied Skill?

AB-410 is the successor Microsoft points to for the PL-200 functional-consultant track, and it folds in the AI Builder skills that used to be a separate, now-retired Applied Skill. If PL-200 or the AI Builder lab were on your plan, AB-410 is where that plan now points.

Do these certifications expire?
